Ms Ardern, who is still breastfeeding her baby, is heading to the Pacific Islands Forum on Nauru for a day on Wednesday.
The plane dropped his deputy, Winston Peters, on Monday sent back to New Zealand to pick him up.
The round trip will fund an estimated taxpayer of NZ $ 80,000 ($ 52,873; £ 41,173).
"I am considering this, I have also made an examination of whether I can go up with Australia and we examine various options to find alternative ways for me there," he told the NZ Herald newspaper on Monday.
"That option goes away in a short time or not. If I don't go, I imagine there is the same criticism ... if I do and curse if I don't."
He added that he was told Air Force aircraft could not stay in Nauru under any circumstances, and were forced to park in the Marshall Islands, which is an hour away.
'Proud of his business'
Ms. Arden was unable to go to Nauru on Monday because of the length of time he had to spend from an 11-year-old daughter.
Babies are too young to get the vaccine needed to visit Nauru.
On social media, the reaction to mixed travel.
"I am proud of our leaders who traveled one day to get to Nauru," said a user on Twitter.
But others question whether he should go at all.
"It doesn't have to be [for him to attend] if the deputy PM is present ..." added one more.
Cik Ardern said if he decided not to attend, he would become the first prime minister since 1971 not to attend the Pacific Islands Forum since 1971 outside the election cycle.
